Place flour* on a foil-lined baking sheet. Bake for 5 minutes. Then remove from the oven and set aside.
While the flour is toasting, mix together sugars, butter, vanilla and salt.
Mix the toasted flour into the sugar mixture, then add 1-2 Tablespoons of milk to reach your desired cookie dough consistency.
